On 3 April 2019, the Saeima adopted the law “On the State Budget for 2019” at an extraordinary sitting – the first budget of Krišjānis Kariņš’s government. It was especially notable because, after the 2018 election and the prolonged formation of the government, Latvia began the year under a temporary financing regime. The budget was described as “technical”, yet it allocated additional funds for the Moneyval plan, social care, medicines for rare diseases, and the launch of administrative territorial reform.

The 2019 budget marked the transition from political uncertainty after the 13th Saeima election to the beginning of the new government’s work. It was not a major ideological rewrite, but a practical document that allowed the state to stabilize its finances and begin addressing several urgent policy priorities.
