On 10 June 1919, during the first phase of the Battles of Cēsis, armistice talks were held in Cēsis through the mediation of Allied representatives. Representatives of the Baltic Landeswehr, the Niedra government, the Estonian Army, the North Latvian Brigade and Lieven’s detachment sat at the table, while the talks were led by Warwick Greene, head of the U.S. military mission in the Baltic region. No agreement on terms was reached, but the ceasefire was extended until the next round of talks on 13 June, a fragile pause before the decisive continuation of the fighting.
The Battles of Cēsis were one of the turning points of the Latvian War of Independence, as the Estonian Army and the North Latvian Brigade halted the attempt by German forces and the pro-German Niedra government to consolidate power. The talks of 10 June showed how tense the situation was: diplomacy briefly stopped the shooting, but did not resolve the substance of the conflict.
