On 27 May 1920, Latvia’s Constitutional Assembly adopted the Declaration on the Latvian State — a short but exceptionally important constitutional act consisting of two articles. In it, the representatives elected by the Latvian people legally reaffirmed that Latvia was an independent republic with a democratic system of government and that sovereign power belonged to the Latvian people. These formulations later became, almost unchanged, the first articles of the Satversme, Latvia’s Constitution.
