In the Saeima chamber, paper ballots were counted, not clicks. On 7 July 1993, in the third round of voting, 53 deputies voted for Guntis Ulmanis and 26 voted against; the vote-counting commission chair Ivars Silārs announced that Ulmanis had been elected President. He was the first Latvian head of state chosen after the restoration of independence under the fully restored Satversme.
The 5th Saeima convened for its first sitting on 6 July 1993 and, through a constitutional declaration, restored the Satversme in full. The presidential election the next day turned that legal restoration into the concrete work of state institutions.
