There was no longer any need to hide aboard the steamer Saratov. On 28 June 1919 in Liepāja, the Latvian Provisional Government led by Kārlis Ulmanis convened an official meeting after a two-and-a-half-month break – one day after coming ashore and two days after the resignation of Andrievs Niedra’s government. At the meeting, the government thanked the Allies, as well as Estonia and Lithuania, for “strong support.” It was a small moment preserved in minutes, but after the Battles of Cēsis state authority was again seated at a table, not on a ship in the roadstead.
After the Liepāja coup of 16 April 1919, Ulmanis’s government was forced to take refuge with Allied missions and aboard the Saratov, while the German-backed Niedra government tried to take power. The outcome of the Battles of Cēsis in late June broke that arrangement – the Provisional Government’s return to Liepāja restored the work of Latvia’s lawful executive before it moved on to Riga.
